Bob Woodward's "Plan of Attack," which has won major popularity for recording the behind-the-scenes story of the American war in Iraq, contains information related to North Korea. Released on April 19, the Chosun Ilbo will transcribe excerpts from the book that deals with North Korea.
Rumsfeld Requests Plan for Korean War
Right after assuming office in 2001, U.S. Defense Secretary Donald Rumsfeld ordered that a report be submitted concerning war preparation plans in case of another war in Korea. Defense Department strategists thus briefed Rumsfeld with Contingency Plan 5027. At a later interview with Woodward, Rumsfeld said he was dumbfounded after hearing the briefing because the strategic plan was old-fashioned, mainly focusing on how to mechanically transfer large number of U.S. troops to South Korea.
President George W. Bush and Rumsfeld had different ideas and strategies. Rumsfeld threw in questions like gDoes North Korea have nuclear devices or not?h or gDid the North Korean army gain military strength or not?h but Defense Department officials could not answer his questions. Admiral Edmund Giambastiani said the only choice the Contingency Plan 5027 offered was whether to use a rhetorical device or use 75 butcher hammers to kill mosquitoes. In other words, the only solution was either through diplomacy or confrontation.
