Quinn Makes Jobs Proposal a Centerpiece

City Council Speaker Christine Quinn, a potential 2013 mayoral candidate, plans to try to harness the anger of Occupy Wall Street protesters in a policy speech Tuesday as she calls for a $2.5 million package of new initiatives to spur job growth.

The speech on Tuesday morning before the Association for a Better New York, a major civics group, will outline a smattering of both short-and long-term initiatives—including a tax credit to stimulate biotech investment—that her aides say will help fuel the city's economy and decrease unemployment.

Ms. Quinn will also tell the group that Americans on all sides of the political spectrum are angry and frustrated, and the evidence of that is on visceral display at the Occupy Wall Street protest in Zuccotti Park, according to a draft of the speech provided to The Wall Street Journal.

"The anger of these protesters, and the anger so many Americans feel, is based on legitimate fears about the future of our nation," Ms. Quinn, a Manhattan Democrat, plans to say. "Make no mistake, continued unemployment—and the growing gap between rich and poor—are the greatest threats to our prosperity."
