NYTHe survived an ethics investigation and a humiliating censure vote on the floor of the House. He endured a brutal re-election battle. Now Representative Charles B. Rangel may face yet another tough challenge to his dwindling power and stature.
Clyde Williams, a former adviser to President Bill Clinton and a leading Democratic strategist with ties to President Obama, is laying the groundwork for a possible race against the 80-year-old Mr. Rangel, a Democratic Party elder who has represented his district in Harlem for half of his life.
Mr. Williams has commissioned a poll, met with major Democratic donors around the country and raised about $50,000 in preparation for a race against Mr. Rangel.
Mr. Williams, who has lived in the Harlem Congressional district since 2001, said in an interview last week that he was still in the exploratory phase, but he is expected to announce his candidacy in the coming weeks.
