Joint Statement by the United States of America and the Plurinational State of Bolivia

Today, U.S. Under Secretary for Global Affairs Maria Otero and Bolivian Vice Foreign Minister Juan Carlos Alurralde signed a Framework Agreement to guide relations between the United States and Bolivia. The accord establishes a framework by which the two governments will pursue relations on the basis of mutual respect and shared responsibility.

The "Framework Agreement for Mutually Respectful and Collaborative Bilateral Relations between the Government of the Plurinational State of Bolivia and the Government of the United States of America" outlines several critical areas for future collaboration between Bolivia and the United States.

The Agreement’s objectives include strengthening and deepening bilateral relations, with respect for sovereign states and their territorial integrity; promoting human, economic, social, and cultural development in an environmentally sustainable manner; supporting cooperative and effective action against illicit narcotics production and trafficking, on the basis of shared responsibility; enhancing law enforcement cooperation; and strengthening the commercial relationships between Bolivia and the United States through the Trade and Investment Council.

The Framework Agreement also establishes a Joint Commission and provides for working-level mechanisms to ensure the effective implementation of this accord.

Bolivia and the United States agreed Monday to restore full diplomatic ties, three years after Bolivia expelled the American ambassador and the Drug Enforcement Administration. The two nations signed a joint framework agreement in Washington to normalize relations. A United States official said they planned to exchange ambassadors as soon as possible. The Bolivian government said the agreement was signed by Deputy Foreign Minister Juan Carlos Alurralde and a senior State Department official, Maria Otero. A United States official said the agreement did not specify whether American drug agents could return to Bolivia, a major cocaine-producing nation.

7. And the US has major military
operations in a nation that produces 90% of the world's opium.

I like Boliva and Morales....I wish the nation and him well.

I remember when Bechtel tried to privatize Bolivia's water supply. Bechtel is evil as are most US Corporations.

4. How did we go from smearing and taunting Morales to this? This doesn't sit right with me and
I feel lost because I've been ignoring Bolivia.

Judi Lynn or anyone else? comments?

I thought we established bases in Paraguay as launching grounds for moving in on Bolivia with their rich earth resources.

Edited to add: After reading the op link and this blog, I now think I'm not understanding any of this. Yes, I understand it on the legs given it by the U.S. which says nothing.

I will keep trying.

Notice the words in the blog - U.S. plans for South America - actually the U.S. plan is the Bilderberg/Tri-Lateral/CFR plan.
