Full Sovereignty in Iraq Might Not Be So

WASHINGTON - President Bush (news - web sites) and top U.S. officials repeatedly stress that Iraqis will have "full sovereignty" after June 30. The interim Iraqi government that takes power then, however, will be more caretaking than autonomous, unable to do basic functions such as make laws or control military forces.



Zbigniew Brzezinski, national security adviser to former President Carter, says the term "full sovereignty" — emphasized Tuesday by Bush, Secretary of State Colin Powell (news - web sites) and national security adviser Condoleezza Rice (news - web sites) — lacks credibility. No government can be fully sovereign while its country is "still being occupied by a foreign army, 140,000 men, subject to our authority," he said.


Brzezinski envisions a government of "limited sovereignty," the same wording used by Undersecretary of State Marc Grossman before Congress in April.


The Bush administration quickly disavowed that phrase in favor of "full sovereignty."

1. ZB is correct...limited
I think we are in for a surprise.... as soon as they can, the appointed rulers of Iraq will call for the US to leave Iraq.

They have to, if they want to live. The Iraqi people will clamor for the US to leave and as long as we are there, there will be war. Any leader who even appears to want the US to stay, will be a target. Any leader who asks the US to leave will have widespread support from the people.

The question is: Will we ever hear about the leader who wants the US to leave? I think we might. I have heard of several who are being considered who are said to want the US to leave.

Ya know, we have been calling for US to get out and bring our troops home. Once there is a ruling class in Iraq made up of Iraqi's, our voices will be greatly added too and we will be roundly heard and impossible to ignore. Peace! begins on June 30.

3. Brzezinski explained this beautifully when he appeared on The News Hour
last week.

For the Bush* administration to continue to use the phrase "full sovereignty" simply makes them look more idiotic (and untrustworthy).

4. Absurd about the "blessing" of Allawi by Brahimi
since he was basically co-opted out of the process.
"But U.S. officials hope that Iyad Allawi, prime minister of the new government of the still nonsovereign Iraq, will gain more acceptance from Iraqis than the U.S.-picked Iraqi Governing Council, which dissolved itself Tuesday.


In terms of public support, Allawi appears to have a leg up on the council because he has the blessing of Lakhdar Brahimi, the U.N. envoy to Iraq.


The more the new government is seen as sovereign by outsiders, the better its chance of acceptance by Iraqis."

5. It is SO full sovereignty!
The Iraqi government just can't make any laws, defend itself, control its own resources, or break any of the contracts we've saddled them with. But it's full sovereignty, and anyone who says otherwise is just a no-good terrorist!

7. they don't care--they have credibility where it counts
among their powerful cronies in Congress. Bush could care less what anybody else thinks (obviously) of the phrase. He's king of the effin world.
