ID theft case leads to Julie’s Cafe
Owner Steven Metzler, 13 others arrested

Police indicated they took one person into custody for being party to the crime of misappropriation of personal identifying information and obstructing an officer after attempting to leave one of the restaurants with documents after the warrant had been served. Stephen Metzler, 45, of New Franken, owner of the Julie’s Cafe chain as well as of the Stratosphere in Green Bay, was listed on the Brown County Jail Intake Report for Tuesday as being booked in on charges of being party to a crime of identity theft and obstructing justice.


Police were tipped off after being called by a Texas resident who had been notified by the Internal Revenue Service that he owed $8,000 in back taxes for working at Julie’s Cafe in Green Bay. Police determined a Julie’s Cafe employee was using the Texas man’s identification and they obtained a search warrant.

A message left at the Metzler’s New Franken home was not returned.

1. Too bad they didn't raid Packerland Packing, Modern Plastics,
or Walmart too.

I saw the Julie's Cafe title and figured it was about GB.

Btw, ever hear anything about the "investigation" of the black guy that was "found" dead in his Brown Co. Jail cell about a month ago???

Modern Plastics? Our company used to buy from them!!!!!!.

7. Modern Plastics has a horrible safety record, including the release of
a cyanide gas from burning plastic cores, plus they've employed many non-English speaking workers from Latin America, and Asia then worked them on double shifts. My wife worked for them once as a temp when she was between jobs.

9. It's a sweat shop alright
There are many more all employing illegals. I think our Congressman is ordering authorities to look the other way. There are thousands of them here.

12. Mark Green is mostly about Ducks Unlimited anyway imo.
I don't go to country clubs staffed by illegals either. Or country clubs period.

There are a lot of criminals that are pillars of our community, just like everywhere else. It sucks.

They did clean out Green Bay Dressed Beef a couple of years ago and shipped about 200 back. I also heard that in the scramble to get back from Laredo ---one made it in less than 7 days.

But on the jail front Kocken's attitude is there is nothing to see and to move along.

Its also called how to earn hundreds of thosands of $$$$$$$ and exploit Non documented and out of Status aliens at the same time.

ITS DISGUSTING---and tolerated by the police district attorneys etc.

Charges against Midwest Airport Services are from incidents that occurred from summer 1998 to the present.

D/FW AIRPORT - Federal charges against Midwest Airport Services management and office workers continue a trend in which both employers and employees are being held responsible for security violations at Dallas/Fort Worth Airport.

Midwest President Karen Sue Rowell and six other office employees face up to 41 charges stemming from a November 2002 multiagency sting of workers suspected of using fake IDs to gain access to secure areas at the airport.

The indictment charges Midwest Airport Services President Karen Sue Rowell, project manager/operations manager Melisa Sanchez Clayton Dropp, office administrator/office manager Silvia Castillo, accounts payable/receivable clerk Aquita Boyd and assistant office manager Abner Kalim Anglada with one count of conspiracy to unlawfully employ illegal aliens, conspiracy to harbor and shield from detection illegal aliens, and conspiracy to commit other felonies.

Rowell is also charged with 21 counts of making false statements, 13 counts of fraudulent use of a Social Security number and six counts of fraudulent use of employment documents.

Clayton, Castillo and Anglada also face other charges. Operations manager Edward John Pitre and assistant project manager Guadalupe Flores Marquez are each charged with one count of fraudulent use of a Social Security number.

Assistant U.S. Attorney David Jarvis is the prosecuting attorney

8. Ex-Tyson workers can seek damages
The employees, who worked at Tyson's Shelbyville, Tenn., plant, sued the Springdale, Ark.-based company, charging that it operated a hiring scheme through a "complex and highly disciplined network of recruiters and temporary-employment agencies" who brought illegal aliens into the country and supplied them with phony identification documents.

"While the work at Tyson plants is grueling and extremely dangerous, the company avoids paying market wages to its employees as a result of the successful perpetration of the illegal immigrant hiring scheme," the suit said.
Officials at Tyson, the world's largest producer of poultry, expressed disappointment at the ruling, but said they were confident that the company ultimately would win the case. They said the accusations are based on federal charges Tyson had successfully defended during a jury trial last year in Chattanooga.
In that trial, the jury acquitted the company and three former Tyson managers of conspiring to hire illegal aliens from Mexico and Central America for $7-an-hour jobs at the company's poultry plants. Two former managers who made plea deals were sentenced to one year of probation.
The Justice Department named Tyson Foods in December 2002 in a 36-count indictment charging that the company conspired to smuggle illegal aliens to plants throughout the United States.
According to the indictment, handed up in U.S. District Court in Chattanooga, Tyson executives and managers conspired to import and transport illegal aliens from the Southwest border to Tyson processing plants throughout the country. Fifteen Tyson plants in nine states were implicated in the conspiracy.
The indictment said the firm cultivated a "corporate culture" in which the hiring of illegal aliens was "condoned" to meet production goals and cut costs. It said one of the managers had told an undercover investigator that the firm would pay $200 for each illegal alien delivered.
It described a scheme by which the company requested delivery of illegal aliens to Tyson plants, saying the executives and managers "aided and abetted" the immigrants in obtaining false documents so that they could work at the processing plants "under the false pretense of being legally employable."

11. Wal-Mart Defends Use of Illegal Aliens as Slave Labor
BENTONVILLE, AR — Wal-Mart Stores Inc. has blasted critics who say it shouldn't employ illegal aliens or use contractors who hire illegal aliens. Wal-Mart is under grand jury investigation over hiring undocumented aliens and over using contractors who hired undocumented aliens.

At a press conference at Wal-Mart's in Bentonville, Arkansas headquarters, a spokesman for Wal-Mart issued a formal response to the critics of its employment practices.

"Screw all you all!" said the spokesman. "Do you want cheap merchandise or not?"

"Wal-Mart's slogan is, 'We lower the cost of living,'" the spokesman continued. "We do that by lowering the standard of living of our workers."

The grand jury is probing contractors who provided janitorial services to Wal-Mart as well as 10 undocumented, cleaning-crew workers employed directly by Wal-Mart. These 10 employees used to be employed by contractors to Wal-Mart, but were brought onto the company's payroll in a program to bring cleaning services in house.

"We called it our shithouse inhouse program," said the spokesman.

The grand jury has heard testimony of abuse of workers by the contractors, who allegedly lured people from Eastern Europe with the promise of higher paying jobs in America. But when the workers arrived in the US, they were assigned to menial work which Americans were not willing to do.

"This nation was built by immigrants, and this company was built by illegal immigrants," said the spokesman. "We give these people opportunity. Instead of being restaurant managers and small business owners in their home country, they can do jobs here like cleaning toilets and cleaning up vomit in the aisles. We pay them a $1.50 an hour more than they used to earn back home."

He was selling them to the people who worked for him ---and thus paid the workers nothing for the pleasure of being here in Green Bay and working in his sweat shop for him.

Undocumented aliens paid an owner of Julie’s Cafe to use stolen Social Security numbers and other identification — sometimes through payroll deduction — in a scam that may have gone on for seven years, authorities allege.

Stephen Metzler, 45, was arrested Tuesday after Green Bay police, immigration officials and IRS agents raided three Julie’s Cafe locations. Police allege that Metzler knew his employees were using fraudulent identification and was charging the employees to use the information to work.


According to details contained in search warrants filed Wednesday in Brown County Court, the women said the restaurant paid Hispanic kitchen employees in cash and recorded their earnings under fraudulent identification numbers.

Susan LaFave, the manager at the Military Avenue location for four years, told detectives she originally thought Hispanic employees were using Social Security information from people who were deceased until she got a call from the man in Texas inquiring about why his Social Security number was being used in Green Bay. LaFave told police that employees would pay $1,000 to obtain valid personal information — often having $50 a week deducted from their pay.
