Presidential (sic) Military Order Applied to Nine more Combatants

The DoD announced today that the President (sic - dictator) determined that nine more enemy combatants currently detained by the United States are subject to his military order of Nov. 13, 2001. Today’s action makes these individuals eligible for trial by military commissions.

This brings to 15 the number of detainees that the President (sic - dictator) has determined are subject to his military order. Six previous detainees were determined subject to the military order on July 3, 2003.

1. Who are these people, and how is this determined?

I wonder if this is related in any way to the kangaroo trials of Saddam and members of his regime? Perhaps a backstop in case the civilian trials fall through for some reason. Pure speculation, though.
