SACRAMENTO – The sweet talk is over. Legislators are now seeing another side of Gov. Arnold Schwarzenegger – the angry side.


In a series of campaign-style appearances and interviews, Schwarzenegger has been threatening a variety of punitive measures against lawmakers who don't pass his budget, from withholding pay when budgets are late to tossing recalcitrant Democrats out of office. He might even try to make the Legislature part time again.

Democrats call these efforts counterproductive. Although talks among legislators resumed yesterday, they say Schwarzenegger's campaigning further delayed the budget by halting negotiations over the weekend.

Some political analysts also believe the Republican governor's effort will backfire. Schwarzenegger has enjoyed soaring popularity, in part by bringing together both parties to revamp the workers' compensation system and pass bonds to repay the state's debt.

But if the former movie star gets a reputation as a politician seeking partisan advantage, his approval ratings could drop, said Bruce Cain, director of the Institute of Governmental Studies at the University of California Berkeley.

Senator Edward Vincent:

Born in Steubenville, Ohio, Senator Vincent parlayed a love of sports, a fierce desire to succeed, and an indomitable spirit into an education and formidable career.

In 1952, he was awarded an athletic scholarship to the University of Iowa where he majored in Public Relations and Advertising. He also excelled on the football field, receiving All Big Ten and All-American honors. As the third draft choice of the 1956 Los Angeles Rams, Senator Vincent played in several games before being sidelined by injuries.

While serving in the military, Senator Vincent received all Army and all Service Football Team honors. After an honorable discharge from the U.S. Army in 1959, Senator Vincent continued his education, earning a BA degree in Corrections and Social Welfare from California State University. He then embarked upon a 35-year career with the Los Angeles County Probation Department.


Assembly Member George Nakano:

The eldest of four children, Assemblyman Nakano was born in Los Angeles and grew up in a poor neighborhood in East Los Angeles. After he and his family spent four years in internment camps during World War II, George returned to Los Angeles and graduated from John H. Francis Polytechnic High School in June of 1954. He served in the California Air National Guard for six years before being honorably discharged as a Staff Sergeant in 1960.

In my quick tour of the biographies of the male Democratic California legislators, I also found a farmer, a former Jesuit priest who worked with the poor, a man who spent time working with the International Red Cross to help refugees, and a couple parole officers.
