This exact scenario was suggested. The thugs and criminals go from government to the private sector and back, endlessly, making millions of $$$$ in the process. They sell WMDs then invade the country because they have WMDs, bomb the hell out of them, then make $$$ in reconstruction, sell them weapons.........etc. .....etc...
