Sept. 11 Panel Says Government Failures Not to Blame for Attacks

WASHINGTON (AP) - The Sept. 11 commission concludes that a "failure of imagination," not governmental neglect, allowed 19 hijackers to carry out the deadliest terrorist attack in U.S. history. The panel calls for an intelligence overhaul to confront an al-Qaida organization intent on striking again.

While faulting institutional shortcomings, the bipartisan report being released Thursday does not blame President Bush or former President Clinton for mistakes contributing to the 2001 terrorist attack, Bush administration officials familiar with the findings said.

The report, which is the culmination of a 20-month investigation into the plot that killed nearly 3,000 people in New York, Washington and Pennsylvania, describes the meticulous planning and determination of hijackers who sought to exploit weaknesses in airline and border procedures by taking test flights.

A surveillance video that surfaced Wednesday shows four of the hijackers passing through security gates at Washington Dulles International Airport shortly before boarding the plane they would crash into the Pentagon. In the video, the hijackers can be seen undergoing additional scrutiny after setting off metal detectors, then being permitted to continue to their gate.

1. Utter Bullshit, only Formalized and Published
"failure of imagination" - BULLSHIT. Even I know they had received intelligence previously stating such an "imagined" scenario as planes flying into buildings could happen.

As for the video at Dulles, do you suspect KKKarl is somewhere right now desperately trying to edit Kerry or Edwards' face onto the guard who permitted the hijackers through the gate?

The terrorist did it. I guess I just would like to know where the govt. was when they saw these 4 planes heading for NYC and DC?We know that the borders are open. Rich need cheep labor .I lived in SA when the US let the Saud's have visas in one day. So do you think they were checking? And Bush one was Pres. then.Are we at war? No we are just fight terrorist. It is a tactic not any country.

WASHINGTON (Reuters) - The Sept. 11 commission on Thursday criticized both the Bush and Clinton administrations for failing to fully grasp or effectively combat the threat posed by al Qaeda and recommended a shake-up of U.S. intelligence to meet future dangers.

The final report issued unanimously by the 10-member commission pointed to "deep institutional failings" and missed opportunities to thwart the hijackings carried out by al Qaeda operatives, which killed almost 3,000 people in 2001.

"Terrorism was not the overriding national security concern for the U.S. government under either the Clinton or the pre-9/11 Bush administrations," the 567-page report said.

The commission recommended the appointment of a national intelligence director and creation of a national counter-terrorism center to better coordinate and share information about future terrorist threats.

Ockham's Razor ("Occam" is a Latinised variant) is the principle proposed by William of Ockham in the fifteenth century that "Pluralitas non est ponenda sine neccesitate", which translates as "entities should not be multiplied unnecessarily". Various other rephrasings have been incorrectly attributed to him. In more modern terms, if you have two theories which both explain the observed facts then you should use the simplest until more evidence comes along. See W.M. Thorburn, "The Myth of Occam's Razor," Mind 27:345-353 (1918) for a detailed study of what Ockham actually wrote and what others wrote after him.

The reason behind the razor is that for any given set of facts there are an infinite number of theories that could explain them. For instance, if you have a graph with four points in a line then the simplest theory that explains them is a linear relationship, but you can draw an infinite number of different curves that all pass through the four points. There is no evidence that the straight line is the right one, but it is the simplest possible solution. So you might as well use it until someone comes along with a point off the straight line.

Clinton took it SERIOUSLY! This is sooo WRONG! More partisan bullshit. Clinton took it so seriously that they INSISTED on many meetings during the transition to STRESS how IMPORTANT this was!!!! I remember that Cheney was given the Hart/Rudman report, and the recommendations to FORM AN OFFICE OF HOMELAND SECURITY!! And CHeney and the WHite HOuse decided to let Cheney do it LATER, in his OWN way!!

I haven't kept up on the Commission.. was it mostly Republicans??? The 9/11 Families should be pissed about this watered down, blame the CIA stuff... when it was Bush asleep at the wheel that allowed it to happen.

The commission is bipartisan in theory, but among the dems are:

Lee Hamilton-professional whitewasher.
Bob Kerrey-one of the very few people in DC who advocated military action against AQ prior to 9/11.
Jamie Gorelick-seriously compromised due to her AG job under Clinton.
Ben Venista-a pretty complicated fellow w/ a complicated background.

These "dems" were chosen pretty carefully, IMO.
