The Congressional Black Caucus is often called the “Conscience of the Congress.” I believe, however, in addition to being the conscience of this great institution, the 39 extraordinary men and women of the Congressional Black Caucus are also the “Conscience of the Country.” The Members of the Congressional Black Caucus work every day on behalf of the American people to achieve equality and justice. We choose to stand up and speak out when others choose to sit down and remain silent. We are the voice for the voiceless, and will continue that tradition during the 108th Congress.
We realize that there are tremendous challenges both on the domestic and foreign policy fronts that face America, and we also realize that for the first time since President Dwight D. Eisenhower’s administration, both the Congress and the White House are controlled by the Republican Party. However, even in light of these obstacles, the Congressional Black Caucus will pursue a pro-active legislative, economic and social policy agenda that seeks to address the difficult policy challenges facing America.
The Members of the Congressional Black Caucus held a day-long retreat in late January 2003 to determine our priorities for the 108th Congress. The priorities include: building wealth by creating new jobs and businesses; universal health care for every American; ensuring equity in the education of our children; strengthening and enforcing our civil rights laws; and providing both homeland and hometown security.
Our agenda is deliberately focused on what we believe are the most pressing issues facing our country. It is not an exhaustive list of all of the challenges that Members will work on over the next two years. However, in order to achieve our agenda, we believe that we must narrow our focus.

The Congressional Black Caucus holds a preparedness hearing to look at whether adequate preparations have been made in order guard against polling problems on election day. The event is titled "The Long Shadow of the 2000 Election: Is America Ready to Vote on November 2nd?"
