THE UNITED States has asked the Philippines to bar Major General Carlos F. Garcia, who is at the center of a corruption scandal, from leaving the country.
It said Garcia, a former Armed Forces comptroller facing investigation for alleged unexplained wealth, was not entitled to the green card he was holding and asked Philippine immigration officials to confiscate it.
There was no explanation on why the United States would want to prevent Garcia's departure from the country. Keeping him in the Philippines would obviously spare both the US and Philippine governments the rigors of extradition proceedings if Garcia did try to go to the United States and contest the accusations against him.
Opposition Senator Juan Ponce Enrile said it was possible the US government provided information against Garcia and other generals as a form of pressure on the Arroyo administration owing to its decision to pull out the Filipino contingent from Iraq....He said "yes" when asked whether the dossier provided by the Americans against Garcia had something to do with the strained RP-US relations...had actually asked the United States to provide data on the dollar deposits and other properties in the United States of officials of the Philippine Bureau of Customs and the Bureau of Internal Revenue...found it strange that the probe against customs and revenue officials had shifted to the military...
