MIAMI · Republicans and Democrats are rolling out across South Florida, talking about foreign policy and immigration in a last-minute effort to capture one of the most sought-after voting blocs in the state: Hispanics.

On Monday, Rep. Bob Menendez, D-N.J., was courting Cuban-American voters at Florida International University by taking aim at President Bush's policy toward the island nation and the rest of Latin America.
