A bid to hire an independent organization to monitor the Nov. 2 presidential election in Miami-Dade failed to pass the County Commission on Tuesday.
County elections officials said the commission vote didn't rule out the possibility of having voluntary observers for the election.
Commissioner Betty Ferguson, chairwoman of the county's elections subcommittee, and commission Chairwoman Barbara Carey-Shuler had proposed hiring the International Foundation for Elections Systems. The foundation was created after merging with the Washington, D.C.-based Center for Democracy, which oversaw Miami-Dade's November 2002 election following a disastrous primary.

''I really believe we don't need to hire anybody else,'' said Commissioner Natacha Seijas, who said she was unimpressed with the Center for Democracy's performance in 2002.

''I told we're not a third-world country. I don't need you to tell my people how to vote,'' Seijas said.
