U.S. Deputy Argued With Driver Before Rockville Killing (Maryland)

An off-duty deputy U.S. marshal embroiled in an apparent road rage confrontation along Rockville Pike on Thursday night fired repeatedly into the rear window of his adversary's car, killing the man as he sat behind the wheel, according to police and witnesses.

Numerous witnesses to the death of Ryan T. Stowers, 20, at the Mid-Pike Plaza in Rockville shortly before 8:30 p.m. were being interviewed by Montgomery County police yesterday. Authorities said no decision had been made on whether charges would be filed against Arthur L. Lloyd, 53, a 28-year veteran of the U.S. Marshals Service assigned to U.S. District Court in Washington.

"The rear window was shattered out," said Capt. John Fitzgerald, a police spokesman, who said investigators had begun to talk with at least 40 witnesses. "With that many witnesses, there ought to be a very clear picture of what went down."

Although Fitzgerald said Stowers may have driven toward the federal agent in the plaza parking lot, three people who said they witnessed the shooting told The Washington Post that Lloyd was standing with his gun drawn and opened fire after Stowers drove past him.

1. A friend of mine went out with a US Marshal for a while...
He was one sick sumbitch. From the stories he told us, it sounded like he fit in quite nicely with the rest of his collegues.

3. That's how it works . .
. .the actions of members reflect on the group as a whole.

It's now up to the leadership in the Marshall Agency to try to convince us that this type of conduct is not considered part of being a Marshall - if they want to, which I doubt.

I'm pretty much leaning in the "they're all assholes" direction right now.

22. you know what other group? CIA types. I have a friend who knew
guys from school who became CIA and you should have heard those stories. Then a good friend of mine whose sister-in-law was first maried to a CIA guy, well, same kinds of stories.

5. Omg. The US marshal was the one who committed the road rage.
The US marshal also refused to provide a picture ID. The US marshal shot him in the back of the head instead of trying to take out his tires or his engine block.

His wife and several children waiting (and watching?) from inside the SUV Lloyd was driving.

Do U.S. Marshals not have picture IDs? I'd drive off too if somebody in plainclothes with a dodgy looking ID pulled a gun on me.

At a minimum this fuckwad should be on admistrative leave.

If he does actually make it to prison, I really hope he gets enough man love that he looses it and offs himself when he gets out.

I feel bad for his family, but that doesn't excuse him.

The Marshall obviously got the shit kicked out of him by a kid half his age and that pissed him off more----broken thumb!!! How did he get a broken thumb??? And tell me whats wrong with getting a license plate number and reporting it----he as a Marshall has the authority to do something about it with just a plate number----
He had a bad day it seems, probably he didn't get any the night before, and was just generally pissed off....so he uses he gun as an excuse-----Ill even bet he voted for Bush----its a damn good thing he didn't go to the poles, he may have vented more rage there----

sorry, ok, maybe not, but how about life in prison?

I'm sorta confused, if this man was just childishly harassed by some young punk at a mall, and then took matters into his own hands by blasting a bullet into the back of his skull, taking this young man's life, over this? I dunno, sounds a tad like this guy is nuts and probably acts like "do you know who I am?", like some law enforcement jerks do. I speak on behalf of my own experience, and state that all but one person I know who went into law enforcement was a complete JERK in when they were 18, the rude hot shots in school who picked on everyone and hated themselves. The only one I knew who was nice was my Uncle Kenny, who was the nicest "to serve and protect" cop I could ever think of. Sadly, he died at 45.

and it sure as hell isn't fair to lump all US Marshals into one group because of one guy. Are you anti police? It sure sounds like it based on your post. It quite simply is one of the most idiotic things I have read here or anywhere else. One bad apple doesn't mean the whole barrel is rotten. And, while I can't speak for Howard Dean, whose picture is your avatar, I'd be willing to bet that he feels much the same way as I do. I hope, for your own sake that you never have any encounters with the Federal Marshals, they may shoot you down with an attitude like yours.

I reread your comment and you're right. As threats go, it's kinda weak. However you DID say that his attitude was likely to get him shot by one of these folks you defend so vociferously, which kind of makes his point don't you think? Shooting someone because of their attitude is exactly the kind of bullying, control-freak behavior that a few here have objected to.

I suppose I should have worded it differently. This is America, and we still have freedom to disagree with those in power, including the police. And I have had numerous encounters with police, admittedly mostly of my own doing, but I still say we need law and order, although not heavy handed tactics employed by some. However, there are those who will continue to use such tactics no matter who the president is. Sadly, it's just a fact of life.

in the middle of a busy shopping center! He could have easily called for backup, that guy wasn't going anywhere on Rockville Pike which is a 24 hr. parking lot.
