Missile deal first, vote later: Graham

OTTAWA -- Defence Minister Bill Graham believes MPs should vote on the controversial missile defence system after a deal has been brokered with the U.S. "My own view is the vote would correctly take place after, in fact, an agreement has been signed," he said.
"That's not a universally held view -- some of the opposition members would prefer to see a vote before."
As opposition to the U.S.-led defence program grows, Graham said the complex issue needs to be thoroughly explained to the Canadian public. He promised "open, vigorous debate," but stressed a deal is important for U.S. relations.
House leaders from all parties will negotiate the timing of a vote on missile defence, Graham said. The government has said the vote will not be binding.
NDP Leader Jack Layton called it "outrageous" that the government would consider signing Canada up for "Star Wars" missile defence before holding a vote in the Commons.
