HOUSE WATCH-9/4/2003 (#1)

The House convenes at 10:00 AM.

There will be 10 one-minute speeches per side today.

The House will consider:

H.R. 2989, the FY 2004 Transportation/Treasury Appropriations bill. This will be considered with 1 hour of general debate (managers: Young (FL)/Obey) and an OPEN RULE-all amendments consistent with House rules will be considered.

H.R. 2765, the FY 2004 D.C. Appropriations bill. This will be considered under a UNANIMOUS CONSENT AGREEMENT: 1 hour of general debate and the Tom Davis (VA) Amendment (40 minutes) are in order.

Mr. Cooper will offer a motion to instruct conferees on H.R. 1308, the Child Tax Credit bill.

Mostions to Go to Conference may be offered at any time today.
