Abuse of Detainees. Needed: A full probe. (Philly Inquirer)
The nation needs an independent commission to investigate prisoner abuse at Abu Ghraib, Guantánamo Bay and other U.S. detention facilities in Iraq and Afghanistan.

Congress should make that happen.

That is the best way for the United States to begin repairing the damage done to its soul and its image by a series of human-rights abuses. <snip>

It would look at everyone from the lowest-ranking soldier in uniform to civilian contractors to the government chieftans who sit behind desks in Washington, setting the policies and the tone that foster abuses. <snip>
