U.S. only leasing Guantanamo from Fidel Castro

Under an agreement signed in 1903 and another in 1934, the U.S. agreed to pay Cuba for the area to use "as a coaling or naval stations only, and for no other purpose."

The agreements make no mention of use as a prison camp, for housing unlawful combatants. <snip>

This month, a subsidiary of Halliburton signed a $30 million deal to build more prison space and a security fence at Guantanamo. The new contract adds to work already done there, with more in the planning stages.

So while the United States first wrestled control of the bay for protectionist reasons, what is happening there now could in the long run hurt North American interests. <snip>

1. But Castro is refusing the money...
Hello from Germany,
as far as I know, Castro is getting checks from the totalitarian regime in the USA for the concentration camp they've build on Cuba's territory, but so far, he is just storing them. Cuba didn't accept rent for the U.S. Gulag.

"President Fidel Castro, who calls the Guantanamo base "a dagger plunged into the heart of Cuban soil," refuses to cash the rent checks the U.S. government sends annually. He says: "An elemental sense of dignity and absolute disagreement with what happens in that portion of our national territory has prevented Cuba from cashing those checks." The United States, according to President Castro, has transformed Guantanamo base into a "horrible prison, one that bears no difference with the Nazi concentration camps." In December, Cuba's National Assembly decried the Guantanamo "concentration camp," saying: "In the territory illegally occupied by the Guantanamo naval base, hundreds of foreign prisoners are subjected to indescribable abuses.""
