as far as I know, Castro is getting checks from the totalitarian regime in the USA for the concentration camp they've build on Cuba's territory, but so far, he is just storing them. Cuba didn't accept rent for the U.S. Gulag.

He says: "An elemental sense of dignity and absolute disagreement with what happens in that portion of our national territory has prevented Cuba from cashing those checks." The United States, according to President Castro, has transformed Guantanamo base into a "horrible prison, one that bears no difference with the Nazi concentration camps." In December, Cuba's National Assembly decried the Guantanamo "concentration camp," saying: "In the territory illegally occupied by the Guantanamo naval base, hundreds of foreign prisoners are subjected to indescribable abuses.""
