Angela Benander, a Durbin spokeswoman, said the senator is opposed to the proposal on grounds that the First Amendment to the Constitution, which guarantees freedom of speech, shouldn't be tinkered with.
"He doesn't see it as whether or not a person supports flag burning, but whether we should amend the Constitution and do that to narrow the freedoms guaranteed by the First Amendment," Benander said.
"His take on it is that this is a test of our belief in the Bill of Rights." <snip>
