Nevertheless, Brown landed a job as legal counsel to FEMA almost immediately after leaving the International Arabian Horse Association in February 2001. He was later named director of the emergency response agency in 2003.

Brown's ticket to FEMA was Joe Allbaugh, President Bush's 2000 campaign manager and an old friend of Brown's in Oklahoma. Brown told several horse association officials that if Bush were elected, he'd be in line for a good job...

1. its the old incompetent crony boy network.
incompetent bush appoints his incompetent buddy albaugh to head fema. a job he is totally unqualified for. albaugh picks an incompetent buddy that needs a job and gives him one. albaugh leaves fema to cash in on crony capitalism and incompetent and unqualified brown moves up.

3. Congress? What's that? That mythical checks-n-balance group?
They've been MIA since 2001 except to vote on tax cuts for the rich.

4. What what Miami-Dade did with 31mil?
Last year, Brown also faced heat when it was discovered FEMA paid out $31 million in aid in Miami-Dade County after Hurricane Frances, though the storm hit 100 miles to the north and the county never felt sustained winds of hurricane strength.
