Inquiries often fuel new charges
The prosecutor in the Valerie Plame case may end up building a case unrelated to the original claims.

WASHINGTON - White House officials, along with nearly everyone else in the nation's capital, remain braced for the prospect of indictments in the Valerie Plame leak case, perhaps as early as today.

But even among those who expect charges, few believe any targets of the inquiry will face indictment for the original violation of law that prosecutors set out to examine in the first place.

And that's the way it often works.

Federal prosecutors frequently end long, complicated investigations with charges that have occurred over the course of the inquiry - lying, withholding documents, manipulating witnesses - instead of the crime they initially set out to examine.
