... Does the president, as commander in chief, possess some power to make, change or invalidate laws?

The Constitution is not ambiguous. In its very first provision (Article I, Section l) it declares: "All legislative powers herein granted shall be vested in a Congress of the United States."

Is a president free to choose whether to enforce or comply with laws? May he ignore parts with which he disagrees?

No, says Article II, Section 3: "he shall take Care that the Laws be faithfully executed."

1. Thank you for posting this.
It is great, and I just sent it to my daughter, who much to my dismay, supports Bush. I've been looking for a way to get through to her, and you just handed me a great opportunity.

You see when she was 16 she dated Jim Wright's grandson. She went to Philadelphia for the bicentennial celebration, and met and stayed with Jim Wright and his family. She was impressed with him, so I hope his words get through to her. Mine don't :-(

2. I always liked Jim Wright
and still find it ironic that Newt took him down and then did the same thing but in a grander style (more $ per a book publishing deal) and only got a slap for it.

I hope that we will read and hear more from Speaker Wright in the future.
