Today the House Judiciary Committee is expected to consider a revision in the 1996 Telecommunications Act. One provision under debate would guarantee Internet neutrality by prohibiting Internet service providers from blocking or discriminating against any lawful Web sites.
While such a measure hasn't been necessary in the past, it is now vital.
Currently, Internet users pay their Internet service provider, usually a telephone or cable company, for Internet access. The user is totally free to access all legal Web sites.
