Gen. Augusto Pinochet, the Chilean dictator under whose regime thousands disappeared or were killed, will escape punishment, a retired Chilean judge said in Cleveland on Tuesday.

The case against Pinochet is going "nowhere," said Juan Guzman, who led an investigation into human-rights violations during Pinochet's rule.

Pinochet, 90, has repeatedly avoided trial because of health problems. During his dictatorship from 1973 to 1990, more than 3,000 people died or disappeared, according to a report by the civilian government that succeeded Pinochet.

Guzman spoke on Monday at Oberlin College's commencement. He retired as a judge in 2005, partly because of frustration over the Pinochet case, and he is now a law professor in Chile...
