WASHINGTON — A sure way to aggravate President Bush these days is to wonder aloud, in his earshot, whether he's still relevant.
With the new Democratic Congress flexing its muscles and his public approval ratings dropping to record lows, Bush faces a gloomy New Year of diminished political power and limited prospects for his policy agenda. But don't tell him that.
"Look, everybody is trying to write the history of this administration even before it's over," Bush said last week at his final news conference of the year.
The sound of prospective 2008 presidential contenders clearing their throats offstage portends a shift in focus from the White House to the upcoming campaign.
