Any plan to clean up the mess on Wall Street must:

Ensure that middle income and working families are not the ones who are paying for this bailout by
Imposing a five-year, 10 percent surtax on income over $1 million a year for couples and over $500,000 for single taxpayers. That would raise more than $300 billion in revenue over five years;
Ensuring that assets purchased from banks are realistically discounted so companies are not rewarded for their risky behavior and taxpayers can recover the amount they paid for them; and
Requiring that taxpayers receive equity stakes in the bailed-out companies so that the taxpayers’ assumption of risk is rewarded when companies’ stock goes up.

Taken together these three provisions will substantially reduce the likelihood that this bailout will end up on the backs of average American taxpayers.


Include a major economic recovery package which puts Americans to work at decent wages. Among many other areas, we can create millions of jobs rebuilding our crumbling infrastructure and moving our country from fossil fuels to energy efficiency and sustainable energy. Further, we must protect our must vulnerable families from the very difficult times they are experiencing.


Repeal the disastrous de-regulatory legislation that facilitated this crisis.
End the danger posed by companies that are “too big too fail,” that is, companies whose failure would cause systemic harm to the U.S. economy. If a company is too big to fail, it is too big to exist. We need to determine which companies fall in this category and then break them up.
In closing, we believe it is appropriate to act quickly to address any systemic danger to our economy. But that does not mean that we need to give a blank check to the financial sector.

40. I like this, but emailed him this...
I have read your statement on what should be included in any bailout plan.

I am in complete agreement with each point. I would however like to add:

1. Replace Treasury Secretary Paulson with a an alternative executor confirmed by a 50% + 1 in both houses.

2. Provide some sort of business or action plan outlining where and reasons money will be allocated and such actions expected outcome. Give the American people a stake in understanding the purpose of the funds.

3. Investigate all instance of white collar crime as far back as a decade leading up to this and exact appropriate criminal charges.

I believe that including some or all of these suggestions would help the American public feel more comfortable in supporting this drastic yet much needed action.

41. Done, but we're all being sold a bill of goods. The problem aint that big.

The fact is that 75% of those sub-par mortgages are performing well. The problem is that the bank regulators are forcing them to rate them ALL as junk. So instead of a $100 billion mess we have a $700 billion mess which the repugs are going to distribute to all their wall street buds.

This will be the biggest robbery of the Treasury ever.

If we had a Justice dept. there would be hundreds going to prison. I'm talking most of the administration and every wall street trader and CEO involved in selling, bundling, and trading sub-par mortgages and the bundled securities.

But no one will go to prison and the only ones to be hurt will be you and me. Those who caused this debacle will go blithely on their way with the millions and billions that they bilked from everyone else.

I'm beginning to think that Lenin was right. Capitalism carries the seeds of its own destruction within it.

Here's hoping that once the global capitalist system collapses a more fair and sustainable system will emerge.

One that does NOT reward GREED.
