George Bush is out of town in Peru while our economy burns. He’s a lame duck who hasn’t the will or ability to address the bankruptcy, mortgage default, economic and military problems that Barack Obama isn’t allowed to address for two months. If he resigned, Cheney would be President. If Cheney resigned, too, Nancy Pelosi would be President, and would not have time to do anything, anyhow. Bush is irrelevant, now. He won't be able to do much of anything, except pardon some creeps. His last-minute executive orders can be rescinded as soon as Obama takes office. The economic crisis cannot be dealt with without Congress, and we need the new Congress in place to make the necessary changes.
We have a consitutuional system here for transitioning between Presidents. We just have to let it work. That way, President-elect Obama will assume the office with all of his people selected and ready to go. Short-cutting that process would not be a good thing.

Neither would your suggestion do anything about the immediate crisis. There is no quick solution for it.
In order for President-elect Obama to do anything that will have any real effect, he must take office with his cabinet in place and with the new Congress in session.
There is no mechanism by which Obama can take office any sooner than January 20, 2009. None. The transition must be done according to the Constitution and done correctly.
I'm impatient, too, but there is simply no shortcut to the transition process.

Won't happen though ... the incumbents want to wring those last-minute benefits for their constituents by way of regulations, executive orders, "burrowing in" and all those other tricks. Yup, they seem to revel in those actions, especially the ones inconsistent with the will of the American people reflected in the election ... and, of course, they need time to work the pardon system.
But it IS such a pleasant thought!
