Clinton Welcomes OPEC Deal, Richardson Credits "Forceful" US Diplomacy

WASHINGTON - President Bill Clinton welcomed a decision by OPEC to increase oil production as a "positive development."

Richardson, who returned last week from a White House mission to oil producing countries, said he expected the output increase would come close to matching US requests.

He (Richardson) said such decisions showed that the US strategy of "quiet diplomacy ... talking to countries forcefully explaining our position without applying pressure worked."

Palestine and Israel were at least trying to get along.

We had a massive budget surplus.
