Colombia completes an agreement to increase the combat operations of the USA in its territory
Looks like the agreement about which threads were posted in DU yesterday, has been finalized. The version by El Pais is more troubling than what was reported in MSM.

Bottom line: US troops could end up being used against FARC, which would get us involved in a quagmire that will rival our blunder in Afghanistan.

The Government of president Alvaro Uribe justified yesterday by all the fronts the agreement that negotiates with the USA to extend the presence of the military and American contractors in the country. The pact allows Washington to transfer to the Colombian territory the operations of its base of Manta, in Ecuador. The use from these facilities, yielded by Quito to the USA for ten years, expired in November of this year and president Rafael Correa already a long time ago it warned the White House that was not going to renew the concession.

The Americans already have begun to leave Manta and have promised that for half-full of September no longer there will be nor one only of his cash. Addition to this, Bogota would want that Washington also increases their personnel in the bases of Larandia (Caquetá) and Tolemaida (Tolima). With this unfolding, Bogota tries that to give to as much weight to the operations oriented to the anti-guerrilla warfare of the Revolutionary Armed Forces of Colombia (the FARC) like a those that carry out against the drug trafficking. El Gobierno del presidente Álvaro Uribe justificó ayer por todos los frentes el acuerdo que negocia con EE UU para ampliar la presencia de militares y contratistas estadounidenses en el país. El pacto permite a Washington trasladar al territorio colombiano las operaciones de su base de Manta, en Ecuador. El uso de parte de estas instalaciones, cedido por Quito a EE UU hace diez años, caduca en noviembre de este año y el presidente Rafael Correa hace ya tiempo que avisó a la Casa Blanca que no iba a renovar la concesión.

Los estadounidenses ya han comenzado a salir de Manta y han prometido que para mediados de septiembre ya no habrá ni uno solo de sus efectivos. Este puesto de operaciones en Ecuador conformaba, junto a los de El Salvador y Curazao, una especia de trampa casi invisible ideada por Washington para cazar los vuelos de los narcotraficantes. En Manta, Estados Unidos podía tener hasta ocho aviones para el rastreo de naves y submarinos del narcotráfico. Las naves cubrían un área de 6.400 kilómetros sobre el Pacífico, desde Perú hasta Centroamérica. Hasta octubre se habían decomisado unas 1.617 toneladas de drogas en operaciones en este triángulo, según cifras oficiales estadounidenses.

El nuevo acuerdo de cooperación militar entre EE UU y Colombia prevé, según la prensa colombiana, que los estadounidenses utilicen las bases de Malambo, en la región Atlántico, Palanquero (Cundinamarca) y Apiay (Meta) para operaciones contra el narcotráfico. Añadido a esto, Bogotá querría que Washington también aumente su personal en las bases de Larandia (Caquetá) y Tolemaida (Tolima). Con este despliegue, Bogotá pretende que dar tanto peso a las operaciones orientadas a la lucha contra la guerrilla de las Fuerzas Armadas Revolucionarias de Colombia (FARC) como a las que efectúan contra el narcotráfico. La de Apiay, por ejemplo, sería la punta de lanza para intensificar la lucha contra el frente oriental de los guerrilleros.
