5. Hardly
They are updating certainly, spending more certainly, but a naval war beyond keeping us out of what they consider to be their backyard, I don't think so.

8. And while they have a whole lot of cash from us
they also have a long, long, long way to go along with a lack of naval tradition.

I am much more concerned with their advancing ability in cyber warfare.

11. These velocities are DIY
5300 feet per second is doable with conventional propellants in off the shelf gun systems.
I played around with SABOTs that carry a 22 caliber projectile in a 30 caliber bore. It's fun to watch the bullet hit before the recoil and muzzle blast obscure the target. At those velocities, even Copper and Lead projectiles show amazing penetration, as long as they don't fly apart in midair.
I don't see why they need a rail gun and a completely new system to do something that has already been done.
