The growth of these outside groups with unlimited fundraising power, known as "SuperPACs," could dramatically reshape next year's political landscape and lead to a flood of new special-interest money in elections, experts say. Records show the new organizations are collecting checks as big as $1 million from single donors — far exceeding the $5,000 maximum donation an individual can give directly to a federal candidate.


"The idea of keeping politicians away from big money has all but collapsed," said Bill Allison of the non-partisan Sunlight Foundation, which tracks outside money in campaigns. "Now, a small number of donors can have a huge impact on any given congressional race and probably on the presidential race."

In 2010, outside groups spent nearly $120.8 million to aid Republican congressional candidates, compared with nearly $77 million spent to help Democrats, according to a tally by the Sunlight Foundation.
