2. Yep.
It looks like in 2009 there were tax breaks that'll be ending in 2012 at the corporate and personal level.

What's freaky is the 10% mismatch between receipts and outlays.

3. Yes. I pasted in the link to the White House OMB page where there are several tables that can be
downloaded, including historical data on deficits and surpluses.
