Tying a prerequisite for an amendment to the constitution to increase debt could be catastrophic... especially since it would never pass. We would die without being to spend money when we need. As soon as a republican took office they'd repeal it to go start some war somewhere.

1. If we ever want to redeem
the specialized securities in the Social Security Trust Fund, without refinancing through the Chinese, then we need to run surpluses.

That's not an evil concept, Bill Clinton left office with just such a surplus.

2. Funny thing is it's Obama who will be put to the test of breaking his promise for the health of the
Country.

He really doesn't want to get rid of the Bush tax cuts for the under $250k but really he needs to.

3. He had his chance seven months ago
He could have let all the tax cuts expire, and we'd be none the worse for it. It might have even spurred a recovery, as other minor tax hikes have done, once the uncertainty is gone/

4. No, it's a breathtakingly stupid idea.
The Congress pretending to restrain itself, eschewing any responsibility for it's own actions, or the lack thereof, political kabuki of the most debased sort.

What we NEED is a Congress that is willing and able to exercise its sovereign power to govern well, in the interest of the nation as a whole.
