yes. But it predicates upon the comparative non-importance of women, which strikes me as much less true than at the time of any of his historic examples.
The question is probably twofold:
Is monogamy essential to the rise of the egalitarian society capable of developing democracy (or even republic)? Yes.
Is monogamy necessary to the continuing well-ordered function of the democratic (or republic) state? That seems less clear.
