Editor, Times-Dispatch: In your editorial, "Casting Couch," you state that the Republicans control Capitol Hill.
Not so. Under the rules of the Senate, the minority Democrats can threaten a filibuster on any bill, or portion thereof with which they disagree. It then takes 60 votes (nine more than Republicans have) to cut off debate. As a result, only what Democrats agree with gets out of the Senate and to conference with the House and on to the President.
Also, for the first time in the Senate history, Democrats have subjected all federal judges to this same 60-vote rule. Paul J. McFadden. mechanicsville.
