Post 9/11 Arrogance Devastates Image of U.S.By Ted Parnall

I have spent 13 of the past 15 years working on law reform activities overseas. On Sept. 11, 2001, I was working in Madagascar, and was the recipient of considerable Malgache and French support in the days that followed.
Not one of the many people who expressed their sorrow at the horrible act, whether they were Muslim, Jew or Christian, expressed anything but an outright rejection of its absolutely lawless nature.
On Sept. 11, 2002, I was flying from Bishkek, Kyrgystan, to Dushambe, Tajikistan. Even in that region, so close to the war in Afghanistan, the rejection of the lawlessness of the terrorists and acceptance of the U.S. and international response by my overseas colleagues made me feel that we were continuing to work within and toward an international legal order— even as we responded to the attacks.
By Sept. 11, 2003, however, this had changed.
