It's a perception index as mentioned here: "The Berlin-based group points out that the country with the lowest CPI score is not necessarily the most corrupt in the world, but the one perceived as the most corrupt. Comparing empirical data is difficult because it does not reflect actual corruption but the quality of the media and the courts in each country, the group says; therefore, perception of corruption is the most reliable indicator."

Notice the US is slipping under Bush.
