Did Bush and his minions begin writing the Patriot Act before 9/11 too?

We now know they began cutting up the oil fields and planning the invasion of Iraq in January 2001. Guess we also now know for sure what the Cheney energy meetings were about now and why these criminals are so hesitant about releasing the documents from those meetings. The Patriot Act that was presented soon after 9/11 was not drafted overnight. It took months to write it. Who wrote it and when did they begin writing it? That is the important question now.
