"For 20 years, Curtis Smith Sr. carried a rare $1,000 bill in his pocket with no intention of spending it... he kept it in his pants until the day in April that Pine Lawn police took it away from him. The bill might be back in those pants today, except that Mayor Adrian Wright also fancied it as a novelty... Wright went to the St. Louis Community Credit Union and withdrew 10 $100 bills, the report explained. Police switched the money and deposited it in an account for seized drug assets. In September, St. Louis County prosecutors refused to charge Smith with selling drugs and ordered Pine Lawn police to return his money. The city issued Smith a check for $3,231 to cover the $1,000 bill plus his other cash. Smith, who is fighting the traffic charges, said he called and visited Pine Lawn police several times to ask for his rare bill, but officials refused to return it."

4. Probably not.
I'm sure something worth over $1,000 warrents something larger than small claims court.

Also this should be handled in a criminal trial rather than a civil one.

$3,000 or $5,000 for small claims. I don't know what it is in Missouri.

However, I'm curious why this gentleman was carrying such a large amount of cash on his person in the first place, particularly if this is such a rare and valuable note.

2. I am sure that the mayor can be prosecuted for theft.
The value of the item is the important factor in this case. A rare coin is no different than a rare paper currency or stamp.

I see that the mayor has other incidents that are questionable.

6. I live near there
In fact, I live in the same School district that it serves. Pine Lawn is a run-down rat hole and has been for as long as I remember. I've met wonderful residents of the place, but it is an area of poverty. Nothing shocks me about the place.
