We (and by we, I mean our despotic regime) probably favor the least democratic system available, since a true democracy would not allow for US control. The meritocracy/caucus system they are proposing is their best compromise between controlability and the appearance of democracy.

is a pretty misguided notion . . . where in that region, other than Israel, has there ever been a successful western-style democracy? . . . our plans for "Iraqi democracy" (which, translated, means "an American-controlled system that looks democratic") stem from the same mindset that says we should be converting all those Muslims to Christianity . . . it's wrong in principle, and it just plain won't work . . .
