Obvious solution: Apply Murphy's Law Corollary
One of the corollaries to Murphy's Law is: Meetings always expand to fill the time allotted for them. I am surprised Bush/Rove haven't used this time-tested law to solve the problems of the 9/11 and Iraq intelligence investigations. Currently, their strategy is to set a firm deadline to end these investigations well before the election and hope they fade from public conciousness. If they went the other way and gave them a deadline 5, hell 10, years in the future and inundated them with irrelevant documents, they would appear to be cooperative. All they would have to do is bullshit the commissions and the press until November. Then they could simply de-fund them and watch them wither.
