How can a person be a victim of a weapons of mass destruction "program" if there are no actual weapons of mass destruction?

I had a freeper (who refused to re-enlist, btw... true patriot, leaving the service of his country in the middle of a war while we were in the war zone...) claim he hoped Saddam did use WMD against our troops so he could laugh in my face (I was saying he didn't have them, and if he did he wouldn't be so stupid as to use them). I countered by pointing out that I didn't want to see our troops killed by them as he so fervertly wished...
Just point out to him that if Saddam didn't have them, he wasn't a threat, and therefore there is no excuse for us going to war with Iraq. And having a 'program' means nothing; it's like saying you intend to buy a big house when you hit the lottery, and you'll hit the lottery as soon as you can afford to buy a ticket...
