Seems we don't invade countries which do actually possess WMDs. In order it prevent invasion from the forces of corporate take overs of natrual resources of soverign states, any leader in their right mind would be intending to find a way to fend off such an invasion.

He was not actively pursuing a program to build WMDs
But according to our President, "the leader of the free world", That dirty rotten scoundrel had every intention of actively pursuing a program to build WMDs.

And more than likely, he had intentions to use these WMDs against the United States once he had started to pursue a program that eventually would have led to the building of WMDs sometime in the unforeseeable future.
