Probably what he said. Doesn't he say that a lot?
By the way, the line of reasoning put out by Rove to the rightwing talkers is "it isn't a lie if you don't know the truth... Bush didn't lie because he didn't know what he was saying wasn't true."
Heard Boortz and Hannity both say it a lot lately.
