Pentagon denies union busting claim

WASHINGTON -- Civilian workers at the Defense Department and their union representatives reacted angrily Monday to a Pentagon proposal that they said could take away the workers' rights to collective bargaining.

Defense Secretary Donald Rumsfeld has argued that the changes are necessary because unions are making it hard for the military to respond to homeland security emergencies.

But union representatives argued that the new proposal is part of a White House attempt to weaken unions.
