DU adds 38 cents to Stephanie Herseth for Congress?

Can someone explain what the tiny amounts from various websites listed on the bottom of this webpage represent?

1. It's so the source of a donation can be traced. . .

Sites receiving donations like to know where the donations came from, so they can better target their future fundraising efforts. It helps those who run the contributing site to get a better handle on the interests of their readers, and to learn which sites and interests they may be able to approach for advertising purposes. So when you donate $10.38, Stephanie Herseth will know you learned of her campaign through DU, and she can let DU know readers of their site are interested in campaigns such as Herseth's. Kind of a symbiotic fundraising relationship.

3. I think it's a donation tracking method...

I believe that it's a way for the recipients to keep track of which site you saw the ad on and are donating from. Each blog/site has chosen a unique cent amount which is tacked on to the number of dollars. So if you wanted to donate $50.00, and you wanted it to be known that you're a DU member and are supporting Herseth via DU, you send a check for $50.38. If your responding to her ad at Eschaton, you send $50.18. And so on...For blogs who sponsor paid ads, it lets the advertiser get an idea of how much response is coming from that blog.

I have no idea what the individual significance of .18 or .38 is - maybe just a number chosen from those remaining that hasn't been already chosen by another entity - probably an informal agreement between bloggers...(?)
