chimp's trips/illegal?

Whenever Chimp goes somewhere he raises money. Now isnt that illegal? Doesnt he to pay for the trip out of his campaign funds? He can claim that hes talking to the people till hes blue in his stupid face, but if collection of money is the result its fund raising.
Perhaps i dont understand the principles behind this - anyone pls?

1. I heard that he will fly somewhere...

and talk to someone at an airport about an issue. That makes it gov't business. Then he goes campaigning. Someone can nail him on it if they can prove it.

2. He talks about "Terra" or the "Enronomy"..

...or Jobs (leaving the country) and thus, it's an official function of the orfice of the Pretzeldent.
And we all pay for it.

3. The money comes from the HHS Budget

for his "trips" to discuss some lame issue then on to campaign for money.

You know, it's because we don't need any Health and Human Services here in this country. We are A-OK in that department so let's just let Chimpy use the leftover money to campaign with.

I'd love to see the total spent in the past three years.
