it's by the President. When the President isn't a Dem, I think elected Dems get to vote

All the members of the DNC elect the chair at least that's the way it was when Ron Browne was chair. The President (whichever party)often asks the chair to resign if he doesn't think the person is doing a good job. President Nixon did this to Bob Dole and then asked Dole to ask George Bush (the father) to run for the post.

I'm a registered Democrat. Or is it more like the party above the party. if so, how does one become a member?
does it have to do with precincts?

No, just being a Democratic voter does not automatically make you a member of the Central Committee or Democratic Executive Committee -- or whatever they call it in your area. In Florida (and in most states) the "party" (both Dem. and GOP) have committees of continuing existence that run the party structure in that town, county, and state. Each precinct usually has a Precinct Woman and a Precinct Man (a precinct is generally about 1,000 to 1,500 voters but could be more or could be less). The people form the DEC Committee and elect the chair. They also elect a State Committee Man and Woman. The State Committee Men and Women serve the State Committee who elect the State Chair.

Many people have put down the Democrats who serve on these committees but if you are really interested in politics, you should consider becoming a member. Getting involved in presidential politics is a great adventure -- among other things its how I met my husband -- but the day to day political work, registering voters, running the party, electing sheriffs, mayors, state legislators, the school board is very important too.

applied for a precinct canvasser position - just don't know much more. I know I can help with turnout in my neighborhood, at least.
