I live in Florida and I know nothing about this. I don't remember anything happening prior to sept 11th. I certainly don't remember any kind of strange weather around that time. So what compelled him to sign something like this just days before Sept. 11th? I want out of Florida!

Never have heard a reasonable explanation for it. Personally, I think it belongs firmly in the 'They Knew' column.
